The City of East Providence has a Council-Manager form of government. The Council-Manager form of government combines the strong political leadership of elected officials in the form of a Council or other governing body with the strong managerial experience of an appointed local government manager. Approximately 59% of US cities with populations of 25,000 or more, and 47% of US cities with populations of 5,000 or more, have adopted the Council-Manager form of government.
The City Council consists of five elected officials, one from each of the four wards within the City and one elected at-large. The Mayor and Assistant Mayor are elected by the Council from among its members. The Mayor presides at the Council meetings and is a ceremonial head of City government. The Assistant Mayor acts as Mayor during the absence or disability of the Mayor. The City Council meets regularly on the first and third Tuesdays of the month, except on holidays when an alternate date is set, and in July and August the Council meets once each month. City Council meetings are open to the public and are available for live viewing on Cox.
Under this form of government, the City Council determines policy for City government by resolution, ordinance and adoption of the City budget. The Council is instrumental in assisting citizens with questions and complaints regarding workings of City government. City Council members are elected every two years. City Council appoints and sets salaries for the City Manager, City Solicitors, and Municipal Judge.

Acting City Manager Timothy Chapman administers the functions of the City in accordance with Federal and State laws, as well as the City Charter, Ordinances, established polities, and labor agreements.
The City Manager's office is located on the first floor of City Hall, Room 103. It is staffed by the City Manager and an Administrative Assistant. All Department Heads report directly to the City Manager.
The City Manager's office provides centralized direction and leadership for the effective administration and operations of all municipal services for the City of East Providence as directed by the City Council and serves as the focal point for the management of the City staff departments. The City Manager's office prepares and submits to the City Council a balanced budget of municipal services in adherence with the policy goals and objectives by the City Council while employing such managerial techniques as needed to assure efficient and effective utilization of the City's resources.
