4/3/2015 - Community Development Position

The Community Development Division of the Planning Department is seeking a qualified person to assist with the preparation of the Community Development Consolidated Five Year Plan. A qualified candidate will hold a degree in Community Development and/or be well versed in community development approaches to neighborhood revitalization. The candidate should have a competent working knowledge of the Federal Department of Housing and Urban Development (HUD) Block Grant Program authorized under Title 1 of the Housing and Community Development Act of 1974, Public Law 93-383, as amended; 42 U.S.C.-530.1 et seq. and its Statutory and Regulatory compliance.


Candidates in particular should be well versed with the regulations found under Title 24, PART 570.1 – 570.913, including Subparts A through Subpart O. Included but not limited to the following: Public Law 88-352 and Public Law 90-284; affirmatively furthering fair housing; and Executive Order 11063; Section 109 of the Act; Labor standards; Environmental standards; National Flood Insurance Program; Relocation, displacement and acquisition; Employment and contracting opportunities; Lead-based paint regulations; Use of debarred, suspended, or ineligible contractors or sub-recipients; Uniform administrative requirements and cost principles; Conflict of interest; and Executive Order 12372.


Significant data gathering from multiple government software platforms such as IDIS, HEROS, E-con Planning Suite, and Census data GIS mapping. Analysis skills along with articulate communication and writing abilities are required. Areas of research will be housing, economic development, public facilities, infrastructure, and public services. Analysis will be focused on how these topics effect the communities within the City of East Providence and how public investment of Community Development Block Grant funds should be prioritized over the next five years to best address the community’s needs.


The majority of work will be done within an office setting with some attendance at meetings during regular hours of 9:00 a.m. to 5:00 p.m. during the week. Compensation is up to $15 per hour for a maximum of 15 hours per week for up to 12 consecutive weeks. There are no benefits provided with this position.
