CITY OF EAST PROVIDENCE STREETLIGHT MANAGEMENT PROGRAM

 

 

Starting in January 2013, the City of East Providence Public Works Department will be implementing the first phase of the streetlight management program adopted by the East Providence Budget Commission.  As a result of the field audit commissioned by the City last year, initially, 1125 excess street lights have been identified for shut-off.  Special consideration was given to keeping on street lights at intersections, pedestrian crossings, as well as school, and park areas.  A complete list of lights scheduled for shut-off, by street and pole number, has been posted on the City’s website at www.eastprovidenceri.net.

The City of East Providence currently spends approximately $750,000 annually for 5,030 streetlights throughout the City.  The streetlights are owned and maintained by National Grid.  The streetlights are billed on a tariff rate as approved by the Public Utilities Commission.  Each streetlight has a facility and maintenance charge along with an electrical usage charge.  Approximately 60% of the cost for each streetlight is attributed to a fixed facility and maintenance charge, whether a light requires service or not.  The budget objective has been set at $150,000 savings in the five-year fiscal stability plan for the City, with the emphasis on first removing lights whose location results in exceeding minimum lighting standards.  The list of streetlights will be provided to National Grid for “red-capping” which is the turn-off measure.  The lights selectedwill be identified in the field with a “red-cap” once the power is disconnected.  The scheduled “red-capping” program is estimated as follows: Year 1 – 2,350 locations, Year 2 – 1,800 locations, and Year 3 – 970 locations. Once “red-capped”, the streetlight will remain off for at least one year after which time the streetlight will be either removed permanently to achieve maximum savings or may be turned back on if the savings goal is achieved.   As the program is fully implemented, approximately 1100 fixtures will be removed permanently, while the rest of the “red-capped” fixtures will be turned back on after savings have been realized to pay for the removal charges from National Grid.

In conjunction with this program, the City will continue to seek other cost saving options with National Grid including the potential purchase of the streetlights.  This option will require an up-front capital expenditure and approval of a special rate tariff from the Public Utilities Commission.  The City would then be liable for the energy component of the streetlight as well as the future maintenance.  However, it is anticipated that significant savings could be achieved as the City would no longer be paying the fixed maintenance and facility cost currently charged by National Grid.

About the Department of Public Works 

The Public Works Department is headed by the Public Works Director who reports directly to the City Manager. Staff in the Public Works Department consists of 115 full-time employees and several seasonal employees. The department consists of eight divisions and one section, streetlights.

The Public Works Department provides services to East Providence residents in the areas of streets and sidewalks, refuse and recycling collection, engineering, water distribution and wastewater treatment. In addition, this department is responsible for the maintenance of all City owned buildings, vehicles, and equipment.

Interesting Facts:

·         The Highway Division maintains 150 miles of City Streets.

·         The Water Utility Division maintains over 200 miles of water pipes, some of these pipes

        are in  excess of 100 years old.

·         City’s wastewater treatment facility treatment facility treating six millions  gallons of wastewater each day.

·         The Building Inspection Division processed approximately 4000 permits last year.

·          15,513 tons of trash, 4,294 tons of recyclable material, 6,713 tons of leaf and yard waste, 
        
and 103 tons of appliances were picked up at the curb or dropped off  last year. 

·         36.41 tons of electronics and 161 tons of clothing were collected from drop off sites and    recycled.

Stormwater Pollution Prevention
 

The stormwater and melted snow that runs off of the roadway in your neighborhood is eventually discharged to nearby water bodies.  If certain contaminants come in contact with stormwater runoff from your neighborhood, these resource areas may become polluted.  Your individual actions can help protect these areas.

 What you can do to protect Water Resources

  • Do not place anything in the storm drain.  Only stormwater should enter the catch basins.  (the grates and inlets you see on the streets)
  • Eliminate or minimize fertilizer use.
  • If you use fertilizer, choose slow release types with little or no nitrogen.
  • Avoid leaf litter.  Collect leaves for composting or proper disposal.
  • Direct your rooftop runoff over vegetation or into a dry well to promote infiltration.
  • Do not allow pet waste to collect on streets/sidewalks or enter the storm drains.
  • Pick up all pet waste and either compost, bury, or dispose with sanitary waste.
  • Use a car wash or wash cars so runoff goes on to the lawn, not the street, and minimize soap.
  • Do not clean driveways by hosing dirt into the street.  Collect sweepings for disposal.
  • Keep you neighborhood litter free
  • Eliminate the use of pesticides.
  • Limit the use of sand and salt on roadways and remove sand promptly when weather permits.
  • Don’t feed ducks or geese.

Water Cleaning & Lining Project Information:

The City of East Providence Department of Public Works announces the commencement of a water main improvement project

to upgrade aging water mains in the City. This work will rehabilitate aging water system pipelines some of which are over 100 years

old to improve water quality and system operations for the City residents and businesses.

The contractor is completing work on Taunton Avenue and permanent pavement repairs will

be completed in the area of City Hall/Phase I.
