Harbor Master Department
S. Bruce Dufresne, Harbormaster
The Harbor Department is comprised of the Harbormaster, 2 assistants and a Pumpout Boat operator which are part-time employees. In addition there are 2 assistants who serve without compensation. The appointments to the department are made by the City Council. The Harbormaster reports directly to the City Manager.
The department patrols the 14.4 miles of shoreline from the Pawtucket line south to the Narragansett Terrace, Riverside and Bullock Cove. It maintains the 7 mooring fields which contain approximately 300 vessels. In addition, the department operates a Pumpout Boat.
The assistants provide patrol from Memorial Day weekend thru Columbus Day weekend. The Pumpout Boat operates from the Tuesday after Memorial Day thru the Tuesday after Columbus Day. The Harbormaster patrols from approximately April 1 thru December 1. The permit renewal process is December 15 thru February 28.
The department works closely with the Harbor Commission to improve the boating experience for the residents of East Providence and those that visit our waters. They also work with the City Council to assist in developing the waterfront.
The patrol duties include working with the US Coast Guard during calls for vessels-in-distress and with the USCG and East Providence Police Department during Homeland Security Details.
The budget consists of the mooring fees, fines and inspection fees collected by the harbormaster.
